Why we are Transforming

As an organization, we need to improve the way we get work done and deliver services to our customers. Our Human Resources function has faced a number of challenges, including outdated systems and a lack of appropriate technology, inconsistent - and typically focused on transactional - ways of working, as well as a significant number of duplicated efforts in place throughout the University system. Additionally, we know that for our customers, concerns about acquiring future talent are topping the list. 

The goal of the HRBPT is to create a more business-focused Human Resources organization that is accountable, adds value, is aligned, while maintaining some flexibility in delivering services. With Penn State’s current budget challenges, we must look for opportunities to deliver HR services in a more effective and cost efficient manner.

The transformation is also needed so that we in HR can position ourselves to provide expertise and support to our customers in the talent arena, from attracting and developing the best talent, to rewarding and compensating that talent.

How we Will Transform

The overall HRBPT will happen in three phases with the goal of having our new Human Resources structure and foundation - including Human Capital Management (HCM)/Payroll technology – in place by 2017. Ultimately, we know the outcome of this effort will be better HCM technology, tools and overall working environment, so we are excited about the changes we are making and the opportunities this initiative is enabling.
